Limos are so long, she points out that she is a block away from the driver. While being driven around people outside are always wondering who is inside. She wished she had some Grey Poupon to offer bystanders.
The joke about Grey Poupon was a reference to a commercial. Then she went on to talk about how she struck a conversation with her driver, inserting deliberate pauses for dramatic and hilarious effect.
She finds out that her driver has been driving for the past two years as a side job while going to college. She mentions to him that he must have seen a lot of funny things driving a limo for the past two years.
While on her rocking chair she pauses for a moment, letting the story sink in. She is an experienced comedian and she knows how to properly set up a punchline.
Finally, she asks the driver what is the funniest thing he has seen while driving. He says that the funniest thing is that she asked him the same exact question about a year ago.
